I have orcad pcb V17 lite installed, when i run the allegro-builder.bat I get a pop up error box from allegro with "no product licenses found, exiting" the part does not install.

I think the issue you are seeing is because the allegro-builder.bat file is attempting to run just "allegro.exe", but you don't have the full license to run the Allegro PCB Editor.
The allegro-builder.bat file should contain lines that look like:
"allegro -s [file_name_pkg.scr]"
Where the file_name_pkg.scr is the footprint of the part you downloaded. Please try modifying the allegro-builder.bat file so that line instead reads:
"allegro -orcad -s [file_name_pkg.scr]"
The addition of the "-orcad" to the command tells allegro that it should run in "OrCAD mode". It may pop up a box after it starts that says "No Allegro OrCAD license found, enter Lite mode?". Click Yes and it should continue on to import the part in OrCAD PCB Lite.
