IBIS (.ibs) can be opened with:
Altium (https://www.altium.com/es/video-ibis-model-implementation-editor),
Allegro (https://community.cadence.com/cadence_technology_forums/f/pcb-design/12474/ibis-model---import),
P-CAD (https://www.jlab.org/accel/eecad/manuals/Signal_Integrity.pdf).
You can also try an IBIS to SPICE converter like this one (http://www.intusoft.com/pr/IBIS2SPICE.htm) or this one (http://www.semiconductoronline.com/doc/ibis-to-spice-converter-version-14-freeware-0001) and check if you can use the result on Proteus.
